Motion to:      address the discussion on the “90’ x 90’ buildable area” requirements for an application first.

ITEM:  Old Business

Chairperson Warren explained that there was a sub-committee meeting to discuss buildable area requirements.  A conclusion was reached by the commission that the upland review area should not be included in the 90’ x 90’ buildable square.

ITEM:  Correspondence & Reports

A letter was written to Northern Hills regarding their approval conditions on application #99-58P not being met.  Northern Hills has responded and will comply with any and all conditions set forth.

Jeff will be doing individual presentations for EDC and the P & Z Commission at their scheduled meetings.  The presentation will give each Commission more information regarding mitigation.  A commission member from IWA/CC will also be present.

ITEM:  New Business

Appl. #01-10P – Veteran’s Memorial Park Renovations, southerly of Pleasant Valley Road, Residential A-20 & FP zone.

Mr. Peter DeMallie came before the Commission and explained that this project would consist of one pool, which will become three.

Mr. Galen Semprebon came before the Commission and explained that within the upland review area there is proposed to be a filter building.  An existing portion of the pool, a walkway, access to the filter and the bath house already exists within the upland review area.  We will be working with the existing grades around the pool and standard erosion and sedimentation control measures will be used.

Answering questions from the Commission, Mr. Semprebon explained that there would be drainage installed under the pool.

Mr. Ray Favreau, Recreation Director for the Town of South Windsor told Commission members that when the water inside of the pool is drained, it is pH balanced, de-chlorinated and then released into the Podunk.

There was a lengthy discussion regarding the organic matter that will need to be extracted from under the pool.  Commission members felt this material could be valuable to the Town.

Motion to:      approve with conditions appl. #01-10P, Veteran’s Memorial Park Renovation, Pleasant Valley Road, Inland Wetland/Conservation Commission application for the renovation of swimming pools and a pump house at the Veteran’s Memorial Park complex located southerly of Pleasant Valley Road (Assessor’s Map #23, parcel #91) Residential A-20 & FP zone.

Conditions:

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

The permit is valid for five years and shall expire on April 18, 2006.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

A contact person shall be identified on the plans.

To the extent practicable retain the organic matter extracted from under the existing pool for reclamation.  This process should be under the guidance of Jeff Folger.

ITEM:  Old Business

Appl. #01-01P, Michael Lanza, 57 Bourbon Street, RR Open Space zone

Chairperson Warren explained that this application would be continued until the next meeting.

Appl. #01-12P, Deming Hill Estates, southerly of Deming Street and northerly of Northern Hill Drive, Residential AA-30 zone

Commission members felt that because of the following reasons, a public hearing for this application is warranted:

Significant wetland impacts.
Public interest in this project.


Motion to:      hold a public hearing on appl. #01-12P on May 2, 2001 at 7:15 p.m., Deming Hill Estates Section #6, Deming Street.  Inland Wetland/Conservation Commission application for a 24-lot residential subdivision, roads, sanitary and stormwater structures, and associated improvements located southerly of Deming Street and northerly of Northern Hill Drive (Assessor’s Map #28, parcel #2) Residential AA-30 zone.
